Summer Programming Highlights  – 4.01
The board was presented with a recap of all summer programs offered at CCSD59, including Summer Bridges, YouCubed Math Camp, Dual Language Enrichment Camp, Extended School Year Camp, and other programs. To see the specific goals and highlights of the programs, please see the presentation slides here.

Focus Area Review (Governance Cycle)  – 4.02
The board was provided with an update of summer work for key 2019-20 focus areas, including enhancements in:

  • Math Instructional Practice & Curriculum
  • Language Acquisition / Dual Language Instructional Practice & Curriculum
  • Intervention System & Structures
  • Assessment System & Structures 
  • Communications System & Structures 

It also outlined the next steps and action planning for these focus areas. The presentation can be viewed here.

Agenda Item 5.0

Board Governance Cycle Proposed Updates – 5.01
Strategic Direction (SD) 2: Communications and Community Relations
The board previously reviewed information on the board governance cycle at the August 23, 2019, board meeting. The board continued discussions on resource sections that have proposed updates. To see the updated document with proposed revisions, click here.

Award of Vehicles Bid – 5.02
SD 4: Long-term Financial Stability and Fiscal Integrity
As part of the 2019-20 adopted budget, two maintenance vehicles were scheduled to be purchased. The replacement of the old vehicles coincides with the long-range plan for replacing vehicles on a regularly scheduled basis to minimize repair costs and maximize trade-in/resale value. Both new vehicles will be utilized for day-to-day maintenance operations.

Bidders were asked to include trade-in values for three District vehicles with the trade-in allowances to be deducted from the bidder’s base price.

Sealed bids were opened on Wednesday, August 15, 2019, and were evaluated to verify compliance with the specifications set forth in the Call to Bid. The bid submitted by Currie Motors met all specifications. Their base bid of $90,010 including fees, less the trade-in(s) totaling $9,500, resulted in a net bid of $80,510.  

The board will vote on approval of the bid to Currie Motors at the board meeting scheduled for October 15, 2019.

Prepare 2019 Tax Levy and Set Date – 5.03
SD 4: Long-term Financial Stability and Fiscal Integrity
Cook County taxing districts adhere to the Truth in Taxation Law (35 ILCS 200/18-55; Division 2). This law requires the district to estimate the necessary amount of its aggregate levy not fewer than 20 days before taking action to adopt the levy.

Regardless of the levy amount, the District considers it a good practice to continue with the spirit of the Truth in Taxation Law by complying with notification and public hearing requirements. At the board meeting on October 15, 2019, the board will vote on proceeding with the preparation of the 2019 levy and announcing the public hearing date of November 25, 2019.

Prepare 2020-2021 Budget – 5.04
SD 4: Long-term Financial Stability and Fiscal Integrity
Section 5/17-1 of the Illinois School Code requires an annual tentative budget to be prepared by a representative designated by the board, which is available for public inspection for at least 30 days prior to final action.

In addition, the Local Government Travel Expense Control Act, 50 ILCS 150/10, and Board of Education Policies 2:125 and 5:60 require the board to review the Maximum Allowable Reimbursement Amount (MARA).  The resolution adoption would set that amount equal to the budgeted travel expenses amount for the 2020-21 fiscal year.

At the October 15, 2019, board meeting, the board will vote to designate the superintendent to cause a tentative budget to be prepared for the 2020-21 fiscal year based on a criteria of budget parameters.

Acceptance of Donation from the Consulate General of the Republic of Poland, Chicago of $1,000.00 for the Purchase of Books in Polish at Clearmont Elementary School  – 8.01
SD 2: Communications and Community Relations
The Consulate General of the Republic of Poland, Chicago, donated $1,000 to go toward the purchase of books in Polish to support students at Clearmont Elementary School.

The board approved the donation.

Acceptance of Donation from the CCSD59 Education Foundation of $864.02 for the Social Emotional Learning Opportunity Fund-  8.02
SD 2: Communications And Community Relations
CCSD59 Education Foundation donated $864.02 towards the Social Emotional Learning Opportunity Fund. This donation will support students in overcoming barriers to learning such as transportation issues, entry fees for activities, or other unique needs that cannot be served by other sources districtwide in School District 59.

The board approved the donation.
