Robert Frost Global Committee Presentation – 4.01
Sofia Gonzalez, bilingual teacher at Robert Frost Elementary School, and student representatives from the Frost Global Committee shared highlights of the work the committee has accomplished through this school year. The purpose of the Global Committee is for students from all grades and cultural backgrounds to plan year long activities that will develop a tradition of inclusion and that celebrates the diversity at Frost.

Agenda Item 5.0

Property Tax Appeals Board (PTAB) Authorization to Intervene On Assessment Appeals – 5.01
The board discussed a resolution authorizing CCSD59 to intervene on all 2018 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. CCSD59 intervenes on all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction.

The Board will vote at the April 2, 2018, board meeting to authorize Franczek Radelet P.C., as its legal representative, to file a Request to Intervene in Appeal Proceedings in all 2015-2019 assessment-year appeals filed at the PTAB for which the board receives notice from the Cook County Board of Review, and represent the board’s interests in these proceedings.

2018-19 School Year Pay Bus Fee Proposal – 5.02
Each year, the board approves the pay bus fee for the coming year. The pay bus fee is the amount a family pays for transportation if the student is non-eligible for free transportation. The pay bus fee for 2018-19 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs.

This resolution proposes the pay bus fee for 2018-19 to be established at $380 per year. This reflects an approximate 13.4% increase from the 2017-18 fee of $335 and is reflective of the higher contracted transportation cost. The board will vote on the pay bus fee at the April 2, 2018, board meeting.

Ridge Family Center For Learning Inter-Session Programming Fee Proposal – 5.03
As the Ridge Family Center for Learning operates on a balanced school calendar, an inter-session program is offered as an option on a fee-only basis. The fees are intended to cover the direct operating costs of the programming provided. The 2018-19 Ridge balanced calendar provides for two inter-sessions: September 24 – October 3, 2018 (8 days); and April 1 – 5, 2019 (5 days).

The board discussed a resolution authorizing the continuation of the inter-session program and the fees incurred to participate. The suggested fee arrangements for 2018-19 remain the same as the 17-18 school year:

  • September/October inter-session (8 days) – $160
  • April inter-session (5 days) – $100

The board will vote on the inter-session program and fees at the April 2, 2018, board meeting.

Approval of Modification to Board Policy 6:50 – School Wellness – 8.01
The board approved the recommended policy changes for Board Policy 6:50 School Wellness and the update will be added to the CCSD59 Board of Education Policy Manual.
Approval of Modification to Board Policy 2:230 – Public Participation at Board of Education Meetings and Petitions to the Board – 8.02
The board approved the recommended policy changes for Board Policy 2:230 Public Participation at Board of Education Meetings and Petitions to the Board and the updated policy shall be added to the CCSD59 Board of Education Policy Manual.

Award of Bid for Refuse/Recycling Service Summary – 8.03
The board approved the award for refuse/recycling service for the 2018-19 school year to Republic Services for the approximate monthly rate of $4,114.70, which was the lowest bid for completing the work specified. Republic Services is the current provider to the district for this service.

Approval of Donation From the First Tee National School Program to Clearmont School – 8.04
The board approved a donation from The First Tee National School Program in the amount of $3,250 to Clearmont School to provide golf supplies in support of physical education classes.

Approval of Donation From Forest View PTO to Forest View School – 8.05
The board approved a donation from the Forest View PTO in the amount of $1,296 to Forest View School. The donation will be used to offset the cost of field trips for students.

Approval of Donation From Buchanan Energy LLC to Rupley School – 8.06
The board approved a donation from Buchanan Energy LLC in the amount of $500 to support Rupley’s classrooms with science and math materials and supplies.
